The Justice, Care and Opportunities Department (JCOD) cultivates a person-centered, coordinated continuum of care for vulnerable justice-impacted individuals and their communities. By leading collaborative system improvement efforts, we focus on prevention, diversion, and reentry to achieve community safety, wellbeing, and equitable justice.

About Warm Landing Place

The Warm Landing Place (WLP) is JCOD’s reentry transition and stabilization program designed to support individuals at the critical point of release from Los Angeles County custody. Through a welcoming, non-custodial, and person-centered environment, WLP addresses immediate needs and connects individuals to housing, transportation, behavioral health, substance use treatment, public benefits, care management, and other essential community-based services.

In partnership with County departments and community-based providers, WLP creates a bridge from custody to community through immediate engagement, coordinated referrals, warm handoffs, and connections to longer-term care and support.

Vision

A Los Angeles County where no individual leaves custody without a meaningful connection to care, support, and opportunity. Warm Landing Place envisions a seamless transition from custody to community where immediate needs are addressed with dignity, individuals are connected to services necessary for stability and healing, and every person has an equitable opportunity to successfully return home and thrive.

Through collaboration, compassion, and coordinated care, WLP seeks to transform the point of release into a pathway toward stability, self-sufficiency, and lasting community connection.

Program Overview

The Warm Landing Place (WLP) program launched in June 2024, engages individuals immediately upon release from the Downtown Los Angeles jails complex and provides them with voluntary supportive services in furtherance of the County’s Care First approach.

The program offers recently released individuals:

• Short term housing
• Snacks, food items & water
• Access to transportation within the County
• Critical resources and supportive services

 

Additional Services to Come

WLP will expand service delivery in future phases. JCOD is renovating a newly purchased building to offer services at a location close to the downtown jails.
