Program Overview

A Structured Alternative to Incarceration That Builds Stability, Accountability, and Successful Reentry

The Specialized Treatment for Optimized Programming (STOP), operated by JCOD, is an innovative alternative-to-incarceration program that provides licensed residential treatment and structured interim housing with wrap-around support for eligible individuals involved in the criminal justice system.

Developed through the Jail Closure Implementation Team (JCIT), STOP helps participants address the underlying factors that contribute to criminal justice involvement while supporting long-term recovery, accountability, and successful reintegration into the community.

A Different Path Forward

Traditional incarceration often does not address the complex challenges that contribute to repeated justice system involvement. STOP offers a more effective approach by combining safe housing with individualized treatment and supportive services designed to promote lasting change.

Participants receive structured care in a therapeutic environment while working toward personal stability, improved health, and successful community reentry.

With the capacity to serve up to 200 participants, STOP is helping Los Angeles County expand evidence-based alternatives that improve outcomes for both participants and the community.

Program Eligibility & Referral Pathways

Individuals must meet the following eligibility requirements:

✔Custody Status: Be in custody at the time of referral (with the exception of individuals on felony probation).
✔Program Duration: Commit to a minimum 90-day program.
✔Mental Health: Have stable or mild mental health conditions appropriate for residential treatment.
✔Offense Eligibility: Most offense types are eligible, with select cases reviewed individually.
✔Language Considerations: Non-English and non-Spanish speakers are considered on a case-by-case basis.

Eligible participants are referred through justice system partners, including:

•Los Angeles Superior Court
•Los Angeles County Sheriff’s Department (LASD)
•Los Angeles County Probation Department (for individuals on felony probation)

STOP builds on the success of the LASD pilot program, which demonstrated that combining structured housing with individualized treatment leads to stronger participant engagement, improved reentry outcomes, and reduced reliance on incarceration.

As the program continues to grow, STOP remains committed to evidence-based practices, continuous quality improvement, and person-centered care.
