JCOD Receives Over $8.5 Million Conditional State Grant Award for Warm Landing Place Project

LOS ANGELES — The Los Angeles County Justice, Care and Opportunities Department (JCOD) has been selected to receive a conditional state grant award of more than $8.5 million for its Warm Landing Place Facility Project through the California Department of Health Care Services.
The California Department of Health Care Services’ Behavioral Health Continuum Infrastructure Program Round 2: Unmet Needs awarded JCOD a conditional grant of $8,769,750 on March 11 to support the future development of the Warm Landing Place Facility at 955 N. Vignes St. in Los Angeles. The project is designed to expand behavioral health infrastructure and create 20 new peer respite beds for individuals in need of stabilization and support.
“As justice-impacted individuals reintegrate into society, the Warm Landing Place Facility will provide vital transitional support as they rebuild their lives,” said Los Angeles County Board Chair and First District Supervisor Hilda L. Solis. “I’m proud to advance this facility, a critical step toward breaking cycles of incarceration and homelessness and advancing dignity and opportunity for some of our most vulnerable residents. It will play an essential role in connecting individuals to housing, health services, and pathways to stability, while strengthening partnerships and investments that support our communities.”
The project marks a major step forward in JCOD’s efforts to build a dedicated space that helps justice-impacted individuals safely transition from custody to community with dignity, care and access to services. JCOD’s Warm Landing Place aims to provide a welcoming environment where individuals can connect to voluntary supportive services, behavioral health resources and pathways toward longer-term stability.
“This conditional award moves us one step closer to creating a place where people returning to the community can be met with care, dignity and real support,” said JCOD Director Judge Songhai Armstead (Ret.). “The Warm Landing Place will help ensure individuals have access to care, connection and support at a critical point in their journey and create a stronger foundation for long-term stability.”
The Warm Landing Place Facility Project was awarded through Bond BHCIP Round 2: Unmet Needs, a statewide effort to expand behavioral health treatment infrastructure for communities with the greatest unmet needs.
The award remains conditional pending final contracting and fulfillment of program requirements established by the California Department of Health Care Services.
JCOD extends its appreciation to the Los Angeles County Board of Supervisors for its vision and continued commitment to advancing Care First solutions, the Los Angeles County Department of Mental Health for its partnership in helping advance the Warm Landing Place Facility Project by facilitating the submission of the grant application, and The California Department of Health Care Services’ and the Governor for awarding JCOD this conditional grant.
