JCOD Earns Two CSAC Challenge Awards for Statewide Innovation in Justice Services
LOS ANGELES – The Los Angeles County Justice, Care and Opportunities Department (JCOD) has been awarded two 2025 Challenge Awards from the California State Association of Counties (CSAC), recognizing the department’s leadership in developing innovative, effective programs that strengthen public service delivery across California.
JCOD was honored for two initiatives—JCOD Skills and Experience for the Careers of Tomorrow (SECTOR) and the JCOD Independent Pretrial Services Agency—standing out among nearly 400 submissions from counties statewide.
CSAC’s annual Challenge Awards celebrate best practices and forward-thinking programs created by local governments across the state. Of the 14 Challenge Awards presented this year, Los Angeles County earned three, with JCOD receiving two of these honors.
“This recognition affirms our commitment to building systems that expand opportunity and deliver meaningful support,” said JCOD Director Judge Songhai Armstead (Ret.). “JCOD’s SECTOR and Independent Pretrial Services Agency programs create pathways for people to recognize their full potential and empower them to be the hero of their own story. Thanks to the wonderful JCOD team members we are able to make transformative impacts in the lives of individuals and families, ultimately making our communities safer.”
JCOD SECTOR connects justice-impacted individuals to paid work experience, job training, and long-term career pathways in high-growth industries, while also providing supportive services that promote stability and lasting success.
The JCOD Independent Pretrial Services Agency strengthens Los Angeles County’s pretrial framework through needs screenings and connections to supportive services, including housing, employment, education, and care management services.
JCOD’s award-winning programs will be formally recognized at the CSAC Challenge Awards Dinner on February 11, 2026, in Sacramento.
