LOS ANGELES – The Justice, Care and Opportunities Department (JCOD) has been recognized with eight 2025 Achievement Awards from the National Association of Counties (NACo), honoring innovative, effective county programs that strengthen services and improve outcomes for Los Angeles County residents.

The following JCOD programs received 2025 NACo awards:

  • Warm Landing Place
  • Skills and Experience for the Careers of Tomorrow (SECTOR)
  • Providing Opportunities for Women in Reentry (POWR)
  • LA County CareConnect
  • Reentry Intensive Case Management Services (RICMS)
  • LA County Specialized Treatment for Optimized Programming (STOP)
  • Rapid Diversion Program (RDP)
  • Independent Pretrial Services Agency

“We’re elated by NACo’s recognition of so many JCOD programs because it reaffirms that we’re on the right path to making LA County a better place for Angelenos,” said JCOD Director Judge Songhai Armstead (Ret.). “This honor reflects the dedication of our staff and partners. While we’re proud, our work is far from over. We remain committed to JCOD’s mission to cultivate a person-centered continuum of care for justice-involved individuals and their families.”

Each year, NACo’s Achievement Awards recognize outstanding programming in 18 categories aligned with the vast, comprehensive services counties provide. The categories include children and youth, criminal justice and public safety, libraries, management, information technology, health, civic engagement and more. Launched in 1970, the program is designed to celebrate innovation in county government. Each nominated program is judged on its own merits and not against other applications. “The Achievement Awards shine a spotlight on the hard work and innovation happening in county governments across the nation,” said NACo President James Gore. “This year’s winners highlight the dedication and creativity of county leaders and our teams to building thriving communities and providing the best possible services to our residents.”
