Construction of JCOD Warm Landing Place Facility Approved by Los Angeles County Board of Supervisors
LOS ANGELES — On March 3, 2026, the Los Angeles County Board of Supervisors approved the Department of Public Works moving forward with the design and construction of the new JCOD Warm Landing Place Facility, a transformative step in advancing the County’s Care First, Jails Last vision.
The motion was authored and brought forward by Board Chair and First District Supervisor Hilda L. Solis.
As administrator and facilitator of the proposed Warm Landing Place Facility, the Los Angeles County Justice, Care and Opportunities Department (JCOD) will oversee the delivery of short-term transitional housing and coordinated voluntary supportive services for justice-involved individuals who may not have a safe or stable place to stay upon release from incarceration.
Designed to bridge the critical gap between custody and community reintegration, the facility will provide immediate stabilization and structured pathways to long-term housing, health care, employment support, and other essential services that promote sustained reentry success.
Strategically located directly across the street from Men’s Central Jail, the site allows individuals exiting custody to access support immediately upon release — reducing the risk of homelessness, recidivism, and crisis.
“Every person leaving incarceration deserves a safe place to land and the support to rebuild their life, and the Warm Landing Place Facility will make that possible,” said Board Chair and First District Supervisor Hilda L. Solis. “It will provide housing, health services, and pathways to opportunity at a critical moment, helping break the cycle of incarceration and homelessness. This facility brings our Care First, Jails Last vision to life and strengthens dignity, opportunity, and safety in our communities.”
The JCOD Warm Landing Place will represent several historic milestones for Los Angeles County:
- It is the first new capital project aligned with the Board’s Care First, Jails Last framework.
- It is JCOD’s first official capital project as a Department.
- It is the first Progressive Design-Build project in Los Angeles County, an innovative delivery model that allows for a shorter timeline to completion and greater departmental input into the final design.
The Progressive Design-Build approach will enable real-time collaboration between designers, builders, and County leadership, ensuring that the facility reflects best practices in trauma-informed design and service delivery while accelerating project completion.
“This project is about dignity, stability, and public safety,” said Judge Songhai Armstead (Ret.), Director of the Los Angeles County Justice, Care and Opportunities Department. “We are excited to soon be able to close the front-door gap between release and reintegration and ensure immediate access to voluntary support services that promote long-term stability.”
JCOD currently operates the Warm Landing Place program outside the Inmate Reception Center at Men’s Central Jail, where staff engage individuals at the point of release. The department maintains a resource table outside the Inmate Reception Center, a 29-bed short-term transitional housing site with supportive services within one mile of the downtown jail facilities and will launch a Warm Landing Place trailer next month to provide a more private and dignified space for case managers to connect individuals with housing and services.
The new permanent facility will significantly expand these efforts, providing structured short-term transitional housing and coordinated voluntary services designed to stabilize individuals during the critical first days following release.
By aligning infrastructure, services, and policy, the Warm Landing Place Facility represents a tangible investment in community well-being, safer neighborhoods and long-term system transformation.
